Who makes the Brushed Steel Bonnets for Rolls Royce Motor Cars?

BMW.

BMW owns Rolls-Royce, and makes the bodyshells in one of its German plants.

The shells are then shipped to the Rolls-Royce factory at Goodwood in West Sussex for painting, trimming and final assembly. It may be that the "brush" finish is applied at Goodwood.
